They did buff the amount of spell power it gives from 50% to 55%, but this is to make up for the fact that we'll no longer get spell power from the flat % buff provided by things such as Totemic Wrath. Mental Quickness has been redesigned to no longer let us gain spell power from other "sources." This means that we'll no longer be using spell power weapons, ever. Deathwing's axe will likely be better than this mace, but if it's proven that you can do more damage with it, you'll be casting Lightning Bolt with as low as 2 stacks of Maelstrom Weapon when you have free GCDs.
